Frances L. Whitson Cecil Howard, 93, entered eternal rest on February 3, 2022.  She was raised in Johnson City, TN, before moving with her family to Louisville, KY, when she was 18.  Frances was a wonderful Mother, homemaker, and friend.  She was a talented seamstress who enjoyed making clothes for her children, as well as garments for the Monks at nearby Gethsemani Monastery.  She is survived by her children Janet Hoehler (Stephen), Pat Greenwell Bronger, Karen Downs, Ronnie Cecil, and Joe Ed Cecil (Janie); grandchildren Kenneth, Jeffrey, and Mark Hoehler, Shannon Kemplin, Troy Downs, Jessica Kaelin, Nicholas Cecil; 16 great grandchildren, one great-great granddaughter and many nieces and nephews.  She is also survived by her devoted caregivers Beverly Lewis, Billie Aldridge, and Sarah McMakin.  She is preceded in death by her first husband Joseph Carl (J C) Cecil, second husband Joseph R (Nick) Howard, parents Louis and Kate Whitson, siblings Louis Jr, Earl, Eugene, Niles, and Douglas Whitson, Elizabeth Garivey, and granddaughter Jaclyn Hoehler. Viewing will be Saturday February 12, 2022 from 10:00 AM to 12:00 PM at Mattingly Funeral Home, Loretto, KY.  Burial will follow at 12:30 PM at Holy Cross Cemetery, Holy Cross, KY.
